In the Book of John, chapter 21, verses 15-17, during the conversation between Jesus and Peter, Jesus asked Peter a question.  "Do you love Me?", and Peter answered Him, "Yes, Lord, I love You." 

Jesus asked this question to Peter twice, and Peter responded with "I 'phileo' You, Lord.  I love You in 'brotherly' love."  Jesus asked him a third time and the word 'love' was changed to 'agape', meaning "God's love". 

Peter never responded to Jesus with this word for love because he couldn't ... he wasn't capable of that.  We cannot respond in this way either.  We can't "agape" Jesus in our soulish realm before we become born again, but we do have the capability in our spirit realm of  God's "agape love" because His seed is in us as stated in 1 John 3:9.   

God's love toward us is always "agape" because He can love no other way.  He is LOVE!
