Heb. 7:22 says that Jesus was made a surety of a better testament. The Amp. Bible says it this way: Jesus has become the Guarantee of a better, stronger, agreement...a more excellent and more advantageous Covenant.   A "surety" is a guarantee or...sign your name on the dotted line...this contract is now valid and in force. 

Heb. 9:11-22 tells us that Jesus is the Mediator...the High Priest...of the New Testament (agreement). Instead of the blood of bulls and goats that the Old Testament priests used to do away with the sins of the people, Jesus shed His own Blood and placed it on the Mercy Seat...once and for all...for the sins of everyone Never having to be done again.  Because everything was purified by Blood...God set it up this way in the beginning.  Without the shedding of blood, there is neither release from sin and its guilt nor the remission of the punishment for sins.
